Abstract

By accessing this "article" the reader will be directed to the author's (Twinkle Egan) web site. Therein the author tabulates her arguments for the creation of a centralised European Cause Book and Judgement Registry Data Base for commercial and civil actions initiated in any European Union country. It is suggested that such a data base is a requirement of The Brussels Convention 1968 On the Jurisdiction and Enforcement of Judgments in Civil and Commercial Matters (as amended and extended ). Concern is raised as to how the administration of justice in civil and commercial matters across the Union can be made more effective, more cohesive and more relevant to those who use it and whose lives are affected by it. The author cites a number of reasons as to why there is a legitimate interest in having the core facts of litigation centrally available to citizens, for example : Certainty is created with respect to provision of a basis on which investment and credit decisions can be made, and upon commencing litigation the parties will know that no other actions are pending or have been initiated in another contracting state. Further links on the web page direct the reader to material relevant to the author's and other interested parties efforts towards the establishment of the data base.
