Abstract

This report deals with the requirement for countries to make racial vilification illegal under article 4(a) of the International Convention on the Elimination of Racial Discrimination. It examines the content and extent of this requirement, considering attempts by the UK, Canada and NZ to comply. The report then considers Australia's attempts to comply, with emphasis on the proposed Racial Hatred Act, and continues with a brief look at State law in this area. It concludes with a consideration of certain public concerns which may prevent the Commonwealth law being passed.
