Abstract
This report examines the Aboriginal Communities Act in the context of the right to self-government given by article 31 of the Draft Declaration on the Rights of Indigenous Peoples. The extent of the right given is considered. The report criticises the Act in that although it has found some acceptance with Aboriginal people, it has an assimilationist focus, in some cases increasing powerlessness felt by Aboriginal people.
