Human Rights at the End of the 1990's: Challenges to Universality
Abstract
Chief Justice Malcolm reviews the current state of human rights law and practices internationally with particular attention to the Asia Pacific region. The author exhorts those concerned for human rights to see the rule of law and an independent judiciary as necessary adjuncts to human rights protections. He also cautions against an unproductive debate over the alleged conflict between "Western rights" and "Asian duties".
