Competence of the International Criminal Tribunal for Rwanda
Abstract
The 1994 civil war in Rwanda has to date been one of the worste incidents of genocide in modern times. As a result, the United Nations established the International Criminal tribunal for Rwanda (ICTR), a war crimes court similar in nature to that established in the former Yugoslavia. The idea has been to convict those responsible for or those involved in the killings. However, the author highlights shortcomings the tribunal has faced in order to convict such guilty parties. The author provides an interesting insight into the politics of this tiny African nation.
